Owner’s Oversight
Owner’s Engineer – Civil & Infrastructure

Lenex provides independent Owner’s Engineer services for civil and infrastructure projects, acting on behalf of asset owners to protect their technical, commercial and governance interests.

We provide senior, unbiased oversight across planning, procurement and delivery — ensuring decisions are informed, defensible and aligned with project objectives.

The Owner’s Oversight Role

As Owner’s Engineer, Lenex acts as a trusted technical advisor to the asset owner, providing independent insight without assuming delivery or contract administration roles.

Our focus is on:

  • safeguarding owner interests

  • identifying and managing technical risk

  • supporting informed decision-making

  • maintaining clear separation from delivery teams

We operate within governance and probity frameworks appropriate to public-sector and major infrastructure projects.

What We Do

Owner’s Oversight services typically include:

  • Independent technical reviews of designs, submissions and reports

  • Assessment of constructability, staging and interfaces

  • Identification of technical, delivery and interface risk

  • Advice on departures, non-conformances and proposed changes

  • Support during procurement, evaluation and contract formation

  • Ongoing technical assurance during delivery (advisory role only)

Our advice is practical, evidence-based and informed by extensive delivery experience.

What We Don’t Do (By Design)

To preserve independence and clarity of roles, Lenex does not act as:

  • Designer of record

  • Superintendent or contract administrator

  • Site supervisor or clerk of works

  • Delivery contractor or subcontractor

This separation is deliberate and critical to maintaining trust, probity and governance integrity.

Who This Service Is For

Owner’s Oversight is commonly engaged by:

  • Local and regional councils

  • Government agencies and authorities

  • Asset owners and operators

  • Program and portfolio management teams

  • Transaction advisors acting for asset owners

It is particularly valuable where projects are complex, high-risk or subject to public scrutiny.

When to Engage an Owner’s Engineer

Clients typically engage Lenex when they need:

  • Independent assurance prior to procurement

  • Technical support during tender evaluation

  • Oversight of consultant or contractor design development

  • Advice on risk allocation and interfaces

  • Confidence that decisions will stand up to audit, review or challenge

Early engagement often delivers the greatest value.

Why Lenex

  • Independent, owner-focused advice

  • Senior engineering judgement

  • Governance-aware and probity-safe

  • Infrastructure and transport experience

  • Clear, concise and defensible recommendations
